Border czar says he plans to "draw down" ICE and CBP operations in Minnesota

Border czar Tom Homan speaks during a news conference about ongoing immigration enforcement operations on Thursday in Minneapolis, Minn. Tom Homan, who took over leadership of the surge in Minneapolis, says he is working on a plan to reduce the force of federal agents in the Twin Cities.
