Throw in a little bit of racialized voter suppression and you're more or less talking about rigging US politics for fascists here.
Vance's ideas are deeply unserious, but his reasons for sharing them are invariably rooted in reactionary political agendas.

Asynchronous circuits don't need a clock, they run as fast as they can and they require minimal technological assumptions. If properly designed, they can operate in a wide range of voltages and temperatures.
