The US governmental system is, at least in theory, based on the idea that specific interests compete with each other. The thought was that if everyone worked towards their own benefit the resulting compromises would result in governance that was basically fair

When it receives the request, it uses a buffer, but gives it back to the pool while waiting for the response. Then gets one back when the response is available, and gives back the buffer while waiting for the next request. Most of the time a session does not hold a buffer
