Actually! I could probably do this pretty easily with a VNC server proxy. The protocol is simple and it knows whether I'm scrolling. Browser can be unaware.

The browser reader mode I want is paint pausing. Only allow painting (animations, etc) while I'm scrolling and maybe 100ms after. And then the world's back to frozen.

You'd be using stripe to enable financial transactions, so there's $value$
