Basically, it's that OAuth gave us decentralized delegation, OpenID is decentralized authentication, while Biscuit is decentralized authorization.
Any way to explain that clearly?

That's where biscuit comes: you can take an existing token, and add more authorization rules that will be executed in the service, without increasing rights (the service's rules still apply). Hence the decentralized authz : the user can bring their own rules

But for authorization? The policies are defined inside the service. It is possible to provide data like JWT claims (and we often end up with scope stuffing) but we cannot add more rules. That would require modifying the service's code

With OpenID: the service lets the user decide who can authenticate them. There's no loss in functionality for the user or the service here (unless the service puts unnecessary restrictions), authentication can be offloaded somewhere else
