My entire career was the inverse: tricky tech, weird env specific bugs, unknown scope, multi _month_ messy debugging sessions, a posse of low level devs with specific skills helping cross companies.
There's value in that too. That’s how you get a stable tech stack to build upon

I can see it happen, with some constraints:
- well known (stable) high level (easy to test) technologies
- easy to recruit skill people for cheap (because it's well known)
- controlled environment (no weird bugs happening randomly on customer infra)
- controlled scope

- everything can be done as TDD
- you can just wontfix a bug from a paying customer because it's 2 weeks old
- if you're over capacity that's easily fixable
