Actually I just realized you can just do this using opencollective+GitHub. Maybe a short write up is in order.
How does “Fairware” sound as a name for this kind of thing?

random idea: GitHub, except:
1. Core development happens in a separate, linked, private repo
2. Releasing as open source is gated on a certain "price" of cumulative donations
3. Changelog itself from private branches is public
4. You get goodies/early access if you give more
