Great way to make policy. For non-insiders: NY State Gov’t seems to be making its most consequential policy decisions for the year in total secrecy (except for a few leaks), releasing the bills publicly, and then voting on them within a day or so—before anyone can review them.

Another sign of NY budget progress: We’ve seen a couple bills printed this afternoon/evening (though not all of them). It’s likely voting gets under way tomorrow.
