To illustrate the arbitrariness of Japanese pronunciation of kanji… I present 川内 but pronounced せんだい (Sendai). If you ask 10 Japanese off the street I can confidently say most will get it wrong.
Apparently the reason it has this kanji is because some daimyo decreed it in 1720…prior to that point it had more predictable kanji like 仙台 or 千代
