I'm unable to confirm the rails were blown up, but it is known that Russia has been having a real problem with its rail stock falling apart, due to lack of Western assistance with parts and maintenance.

They need the right parts, basically... and those parts need to be made with extremely high quality, high tolerance steel ball bearings. If rail stock isn't well maintained, moving parts can lock up unexpectedly, leading to derailment and damage.
