Fashion Dreamer was kinda like this too! You can get away with very minimal narrative design in games and Fashion Dreamer didn't even do that.
The previous Style Savvy games had a kind of minimal Stardew Valley-style plot about inheriting your own boutique. Fashion Dreamer gives you a pseudo-online space with random characters standing around. If you talk to them you can add copies of their clothes to your inventory and suggest a new outfit for them. That's it.

Knuckle Sandwich came out a couple days ago! It's pretty visually stylish but the writing isn't living up to it. It's kinda like they came up with a bunch of cool minigames/setpieces but couldn't figure out a great way to fit them all together
