FEP-61cf: The OpenWebAuth Protocol

This is the proposed FEP-61cf: The OpenWebAuth Protocol. OpenWebAuth is the “single sign-on” mechanism used by Hubzilla, (streams) and other related projects. RE LB[1]: I don't find much to disagree with. The only thing missing is perhaps a discussion of other topics that intersect with security:

1. Service monopolies make enticing targets. Attackers succeed once, and they get everything.

2. OS/Library monopolies: similar to point 1, although I need to give this more thought.

3. Perhaps certain features should not be made. (i.e. stop connecting things to the internet unncessarily even via convoluted encrypted paths).
