3/3In the end, Progressive Web Apps will disappear. Although Apple has removed support for PWA in the EU only, the ripple effect of this change is poised to end PWAs entirely. This means businesses will have to rely on app stores and their gatekeepers again.

IMHO, they do understand consent.
They understand that seeking consent - freely-given, specific, informed consent - won't get them where they want to be.
To my mind, that's not a misunderstanding of consent, but a determination to avoid consent.
That's typically why one sees language of "choice" and "control" and "transparency" to describe an opt-out regime.
They're not confused. It's by design.
