Extended: I made a mistake in my original post. Signal has clarified they don't officially work with any government, including Ukraine. The situation is more nuanced: Ukrainian officials reported Signal stopped responding to their requests about Russian cyber threats, but this aligns with Signal's global policy of minimal data retention and non-cooperation with governments to protect user privacy.
