NEW: ICE purchased custom-made vans from a company called TechOps Specialty Vehicles (TOSV) that are equipped with fake cellphone towers designed to spy on phones.

TOSV president told us that the company integrates the cell-site simulators into their vans, but does not manufacture the surveillance tool.

The contract was signed in May and is worth $800,000. ICE did not answer our questions about these vans and the cell-site simulators.

## Alt Text Network diagram with tech companies in gray boxes connected by blue funding arrows and yellow client arrows. NVIDIA connects to Lambda, CoreWeave, Dell, and Supermicro, which connect to Microsoft, Google, OpenAI, Oracle, and Crusoe. Arrows loop back creating circular patterns. ## Caption This diagram reveals the circular financial relationships in AI compute infrastructure. NVIDIA both invests in and sells to cloud providers like CoreWeave and Lambda, who then provide services to hyperscalers like Microsoft and Oracle, who in turn invest back into the neocloud companies. OpenAI sits at the center as both a major customer and revenue source, illustrating how money cycles through the same companies rather than flowing from diverse end users.
