But Emperor Norton was decent and nonviolent and apparently very brave. Though his "power" came from people playing along with him and enjoying him as a local character, he really did try to stop an anti-Asian hate rally, acting alone against violent people. It sounds like he was providing more leadership than the actual government of San Francisco at the time.
