But Emperor Norton was decent and nonviolent and apparently very brave. Though his "power" came from people playing along with him and enjoying him as a local character, he really did try to stop an anti-Asian hate rally, acting alone against violent people. It sounds like he was providing more leadership than the actual government of San Francisco at the time.

The hand moves in again, and holds the handle for a second. The music stops, disco lights turn off and the regular light gets bright again, returning the toilet to it's normal state.
