Briar Messenger does something similar it has three modes Internet (Tor) WiFi and Bluetooth, WiFi and Bluetooth can apparently be used to create mesh networks in crowds even when the internet is out
Meshtastic also does something similar but requires a custom lora radio node to be in range and basically only has the bandwidth for texting

In this country, we believe in self-defense but only if the perpetrator is poor. State violence and economic violence are actions we must absorb quietly, lest we lose the support of the people who can actually enact change—professional-managerial class.
