This has been going on for years, especially against minorities.

Wikipedia reports that most of the seized cash and property goes to "law enforcement" — the police and/or prosecutor's office (it varies by state). In one case, cash "could not" be returned because it had already been put into the police retirement fund.

Obviously, there are huge conflicts of interest there. And great opportunities for arresting officers to quietly skim a little off the top.

Avoid the US.
