The new Mastodon search coming in 4.2 seems like it really is opt-in: there's a new "include public posts in search results" setting, and your posts only get added to search index if you enable it. When it was first announced, it didn't seem like it would work that way, but as is often the case, after some discussion the right thing happened.
The test I did was with the existing "opt out of search engines" option, which is supposed to keep posts out of Google et al if you suggest it ... but sometimes doesn't. The changes that were made to enable search within Mastodon would allow fixing this bug but it's not clear if or when that'll happen.
