now think about a raid plan aimed at killing or taking hostage as many civilians of a particular religion as possible, and a "now what?" after action defense plan that uses hostage and "friendly" civilians as shields.
the theory was that the burdens of actually governing Gaza would help Hamas mature to the point of being amenable to negotiations. this theory has proven to be absolutely wrong.
