Given that services revenue has gone from 9% to 25% of Apple's revenue and a big chunk of it is their 30% tax on in-app purchases, I expect they will drag their feet aa much as possible on supporting 3rd party app stores in Europe.
There's also a zero percent chance they will support this in any country where it isn't required by law. At least they've given up fighting it in Europe.
