Shiv represents Liberalism. Or, liberalism's worst impulses.

For example, using social justice for personal gain. Which is messy. Because 2 things are truing at once.

Shiv confronting Gerri about Roman's dick pic wasn't an act of feminism, but a savvy attempt to neutralize Roman; to get him out of the race.

But also, that doesn't make what Roman did any less gross. Just that Shiv understands the social justice movement well, and she uses it to get closer to the throne.
