Browser choice has the potential to really open up iOS devices, but without the security nightmare that alternate app stores would bring.
From that perspective, it's easy to see why Apple is furiously working to try to make it appear as though their mandated engine isn't so decrepit as to invite regulatory intervention.
This should be understood as a ploy. The surge of effort is only that; it is not a structural commitment to a better engine over the long term.
