The media and at least one senator seem to be describing this as a buyout or severance (i.e. be paid to quit) based on early incorrect reporting --- but that's not what happened at all. What happened is that return-to-office is being used as a mechanism to reduce the federal workforce by getting people who have better options to quit voluntarily.
