We're starting hear more and more stories of visitors to the US being refused admission at land borders and airports and sent home after days or weeks in custody.

Have there been cases of this happening where US Customs operates at extraterritorial airports (e.g., many Canadian airports, etc)? I'm assuming not, since you'd have committed no crime in that country. If that's correct, such places might be a safer route into the US (not that we're a very good tourism destination right now).
