Over time, that will *always* yield enough bits to be identifiable. All Apple's approach cuts off is the most obvious and creepy avenues for non-interactive identification.
This, in turn, helps those who already have the most data about you. There's a reason Meta didn't fold up shop after ATT. Much the opposite:
