For 1BR apartments, Portland is the cheapest at $1649/mo, then Tacoma, Orlando, Sacramento, and Tampa at $1956/mo; for 2BR, Tacoma is cheapest at $1958/mo, then Sacramento, Portland, Orlando, and Tampa at $2323/mo.
