Ran into a case where `$effect`, which is supposed to be a replacement for `onMount`, caused an infinite loop, where `onMount` did not. I couldn't figure out why, except that I guess I was mutating state, which...ok, am I just _supposed_ to reach for `onMount` in that case? It seems unclear why `$effect` exists, to me, if it's not supposed to be a replacement.
