@jef "I apologize for the concern it caused" is NOT AN APOLOGY. The passive "it caused" leaves the fault with the nameless "concerned", not with the speaker.
"I apologize for the fact that people freaked out when I shouted fire" is not the same as "shouting fire was wrong".
An actual apology takes the form:
1: What I did was wrong;
2: This is why;
3: Here is how I'll be changing my behavior.Most people, and no politicians, understand this.
