That's around 25 notes. Highland pipes are diatonic instruments with an octave and a ninth range. You get 10 notes, that's it. Medieval bagpipes and most other folk bagpipes are also diatonic 1-octave instruments. So no, bagpipe fingering is way simpler than recorders.
