it seems to me that there are usually a few key points in a system where it is *really* important to tightly define what can happen, a few key points through which most of the attempts at doing evil sh*t with my work must flow. and in implementing a spec like ActivityPub, one of those points is when a uri is (re)created, because… well, it is Webbish.
