Just realized something— you know those #Google sign-in pop-ups you get when visiting basically every website? When age verification kicks in, Google will use its sign in to speed up the process, meaning Google's tentacles will live in virtually every website across the www. Like the Facebook like button, but with legal ramifications.
When everyone is properly addicted, Google will find a way to charge for it.
