Well, the key problem with building performance culture is creating solidarity between the haves and the have-nots, and a mode like this that triggers for ALL users is critical in breaking through the privilege bubble.
This was overcome for SSL/TLS because every user experiences the crypto properties of connections the same way. For performance, we must build the connections more explicitly.
