Even assuming the best intentions of all involved, making and delivering software is hard due to many, often conflicting, needs of people. On top of that, throw in the reality of people attempting to control the platforms that are used to deliver software or attempting to disrupt existing relationships for their own reasons. You then have an ever shifting landscape with no good answers and nobody is happy unless you're an Apple with an ironfisted control over your platform.
