Lastly, this is an *intentional* function of the institution. To prevent people with convictions from getting these posts even though that's technically allowed. The mechanism is to just deny them and make it really expensive to follow up for redress.

But to a lot of other folks who get treated this way by places like ODE, it isn't frivolous. They saw me as a “criminal” & thought they could intimidate/dismiss me. They were never going to allow me a hearing, despite offering it. People are treated like this everywhere, often.
