* fix our TCP keep-alive settings to not wake up radio non-stop
* filter out useless endpoint updates from controlplane to mobile devices (even fewer wake-ups)

With @Tailscale 1.16.1 out for iOS, we have fixed several bugs that were consuming a lot of battery in the background for some configurations.
I never imagined we would have to debug a split DNS interaction with TikTok. But here we are. It sucks less now.
