nvm i just went & read the standard: PHYs use a pseudo-random sequence determined by an 11-bit LFSR to determine their setting. they decide on MDI or MDIX & then listen for auto-neg FLPs or data on their Rx lines for some time; if nothing, they increment the LFSR & try again
