licenses are the language of state power, which you as an individual almost certainly cannot wield. you cannot rely on their ambient deterrence as a social norm because your opponents are exactly the sorts of people who either don't give a shit about social norms or actively get off on violating them.
good software isn't about enforcement. it's about the process of doing good for people
