They're not interested in providing a working solution. They're selling to customers who need to externalize blame. Some school board has a "prevent cheating" checkbox, and paying for a service like this gets them off of your back.
If students hack around it, institutions might not care at all as long as they have plausible deniability. "Well we were *told*..."
