Obvious in retrospect, but it would have saved hours of fiddling if I'd realised tailscale was still up on one of the hosts I was trying to drag race with iperf3. Turns out some new networking gear *is* working great! 2.5GbE FTW.
What eventually set me on the right path was noticing the MTU getting negotiated well below 1450 when passing `--verbose`
