So strange, just ran into this problem: https://github.com/orgs/community/discussions/183879 on a new repo that's never had any branch protection rules and secret scanning disabled.
GitHub refused to let me publish v0.1.0 tag but v0.1.1 was fine. No reason given, blank branch protection page linked in response.
