This opens up the whole conversation about how policy doesn't prevent discrimination in the way people think it does. They can make sure it says on the books that you won't be discriminated against for your criminal record. But there is no actual mechanism for preventing that.

Lastly, this is an *intentional* function of the institution. To prevent people with convictions from getting these posts even though that's technically allowed. The mechanism is to just deny them and make it really expensive to follow up for redress.

There is nothing that prevents Bryan from treating one person differently from another based on his own prejudices. Nothing. There is no mechanism baked into the institution that holds him accountable for that. There is no magic. It's just humans.

Sometimes institutions fuck you up inadvertently. Anyone can fall victim to bureaucracy. People with privilege can often get it resolved. What if you have no privilege? What if the people in the institution are actually biased against you? That's when it becomes injustice.

I don't say this to erode trust in institutions. That's not the point. We have no choice but to engage with institutions whether we trust them or not. But it helps if you have fewer misconceptions about it.

This thread paints a very clear picture of how the institutions are inherently trust do not prevent discrimination and injustice. The "rules" say they will send you the paperwork to request a hearing. But a human has to do that. And they can just... not send it to you.
